As discussed, the State of Texas does not require a license for roofing contractors under the Texas Department of Licensing & Regulation. However, to become a reliable and professional Roofing Contractor, it is best to have one. Under this article, we will be assisting you with filing your license in Texas, and also with the cities that require them.
1. City of Austin
If you have acquired a roofing works in the City of Austin, they will be requiring you to be registered as a general contractor in the City of Austin Development Service Department. To register your roofing business in the City of Austin, you must first comply with their official application form. Along with your application form, you will also be required to provide information and documents like:
-General Contractor and Authorized Agent Name
-Scope of Work
-Project Address
-Detailed works to be done
-Building Permits
After doing so, have it faxed to their Permit Center and pay all the necessary application and permit fees. You will be contacted by their office within 24 hours if you have been approved.

2. City of Dallas
Just like in the City of Austin, you will be required to register as a general contractor before being granted a permit at their Dallas City Hall. To register, you must be able to fill-up the official application form with these other steps and documents:
-Specify if applying for a new contractor or renewal
-License Type (For roofing business, you must be under the General Contractor)
-Client, Company, and Applicant Information
-Authorized Personnel
-Comply with the Contractor Registration Affidavit
You must also have it notarized before submitting it. Pay all the necessary application and permit fees. You will be contacted by their office if you have been approved.

3. City of San Antonio
For the City of Antonio, you will be given two options for your roofing works. One will be for home improvement works which are minimal or limited roofing repair work and a residential building contractor for bigger and more extensive roofing works.
For home improvement works, you will be required the official and notarized application form with other documents required like:
-Criminal Background Check Form
-Government-issued ID/ Master or Record
-Letter of Authorized Agents (if applicable)
For residential building contractor works, you will be required the official and notarized application form with the same documents required for home improvement works except that you must provide a certificate of liability insurance not limited to property damage, bodily injury, and liability of products and operations.
Pay all the necessary applications, background checks, and permit fees. You will be contacted by their office if you have been approved.

4. Under RCAT (Roofing Contractor Association of Texas)
This is not required but highly recommended. RCAT does not provide a license to the company or business but to the individuals like the contractors and roofers. To qualify, the applicant must be:
-Roofers must be a Texas resident while contractors must have their business running for a minimum of 3 continuous years from the application date
-Actively involved as a sole proprietor, partnership, or corporation

If you are qualified, you can now fill up their official application form with the necessary documents like:
-Proof of financial responsibility as well as insurance & surety bond (depending on the type of business structure)
-Passed the necessary Business License Examination (Score must be above 70%)
Have your application form notarized and pay for the necessary fees. You will be then notified if you have passed the application. Once you are licensed under RCAT, you must renew every year paying the necessary annual fee to be not terminated. Once terminated, you must resubmit the program’s requirement.
